At 5:00 p.m. on August 19, 1997, in Bloomington, Indiana, the Tibetan Studies program of the Department of Central Eurasian Studies at Indiana University signed an Agreement of Friendship and Cooperation with the Amnye Machen Institute, Tibetan Centre for Advanced Studies, in the presence of His Holiness the Dalai Lama and the Dean of International Programs, Patrick O’Meara. The signing of the agreement capped several days of activities mounted by the University in order to welcome His Holiness. Taktser Rinpoche Thubten Jigme Norbu, Indiana University President Myles Brand, and a selected number of invited dignitaries were also present for the signing. These included Indiana Lieutenant Governor Joe Kernan, Indiana University Chancellor Herman Wells, Bloomington Chancellor Kenneth Gros Louis, Bloomington Mayor John Fernandez, and several University trustees, deans and regional campus leaders.

The agreement provides that both institutions will work to institute exchanges of students and research personnel, cooperative publication activities, and joint conferences. The agreement was signed by Tashi Tsering, representing the Amnye Machen Institute, and Professor Elliot Sperling, representing Indiana University's Tibetan Studies Program.

After the signing Professor Sperling paid tribute to AMI’s achievements and presented the Institute with his personal collection of one of Tibet’s oldest newspaper, The Tibet Mirror, founded and edited by the late Rev. G. Tharchin.
